Computers are based on the same layout as calculators, which have always been layed out with the 0 at the bottom. They figured lower numbers = lower placement. Phones were designed differently, and wanted to start with the numbers at the top so that it could be ascending in both numeric and alphabetical order, which they thought made the most sense.

so basically, while looking similar, these two layouts derive from two different use cases, and hence have two different solutions.
